Level is the Sector Decision Report's score read as an opening — 0.55·industry fit + 0.25·opportunity + 0.20·(100−risk) — so it moves with fit, growth and risk the same way a decision score does. The arrow is the forecast's probability tilt (P(growth) − P(conservative)): momentum, not a promise. One honest gap: this index does not yet see supply-side saturation — how crowded a sector already is on the ground in that market — that data source is on the roadmap, not in today's score.
